Germany operates the largest network of Low Emission Zones (Umweltzonen) in Europe, with 53 zones spread across all major cities. These zones restrict access based on vehicle emissions, requiring a colored sticker (Feinstaubplakette) displayed on the windshield.
Nearly all German Umweltzonen now require a green sticker (category 4), meaning only vehicles meeting Euro 4 diesel or Euro 1 petrol standards and above may enter. The system has been in place since 2008 and is enforced uniformly across the country.
Regulations
All motor vehicles entering a German Umweltzone must display a valid emissions sticker (Feinstaubplakette) on the windshield. Three sticker colors exist: red (category 2), yellow (category 3), and green (category 4). As of 2025, all German Umweltzonen require the green sticker.
The fine for entering an Umweltzone without the required sticker is €80. This applies to both German and foreign-registered vehicles. Stickers can be purchased at vehicle inspection centers (TÜV, DEKRA), registration offices, or authorized online retailers.
Electric vehicles, hydrogen vehicles, and certain historic vehicles are exempt from sticker requirements.
Who must comply
The green sticker requirement applies to all motor vehicles including passenger cars, vans, trucks, and buses. This includes foreign-registered vehicles driving through German cities.
Petrol vehicles: Euro 1 and above qualify for the green sticker
Diesel vehicles: Euro 4 and above (or Euro 3 with a diesel particulate filter retrofit)
Two-wheelers: Motorcycles and mopeds are exempt
Electric & hydrogen: Exempt, no sticker needed

Frequently asked questions
How much does a German emissions sticker cost?
A Feinstaubplakette (emissions sticker) costs between €5 and €30 depending on where you purchase it. Official inspection centers like TÜV and DEKRA typically charge around €5-10. Online services for foreign vehicles may charge more.
Can I drive through an Umweltzone without stopping?
No. Even if you are only passing through, you must display the required sticker. There is no transit exemption. If your vehicle does not qualify, you must route around the zone.
Are rental cars already equipped with a sticker?
Yes. All major car rental companies in Germany equip their vehicles with the green emissions sticker. You do not need to purchase one separately when renting.
Do electric vehicles need a sticker in Germany?
Electric vehicles are legally exempt and may enter all Umweltzonen without a sticker. However, it is recommended to carry an E-Plakette (blue sticker) or your vehicle registration to avoid misunderstandings during enforcement checks.
What happens if I get caught without a sticker?
The fine is €80. No points are added to your driving record. The fine applies per incident, so you could be fined multiple times if caught on different occasions.
